HUD Technical Suitability of Products (TSP) Program

HUD's TSP program decides whether building materials, products and systems that aren't already covered by recognized standards can be used in HUD-insured housing and healthcare facilities. Capital-Hascon won the contract to support the program on behalf of HUD's Office of Healthcare Programs. We review sponsor submittals, keep HUD's library of acceptance documents current, and audit the manufacturers and administrators who hold approvals. All of this work follows HUD Handbook 4950.1 Rev. 3.

A dedicated Project Manager leads the work, and a licensed Architect or Professional Engineer with more than 20 years of building-systems experience provides technical authority. A technical analyst supports both. Every deliverable passes a two-tier QA review covering technical validation and editorial checks, and is measured against the Acceptable Quality Levels (AQLs) in HUD's Quality Assurance Surveillance Plan.
